Iranians have been forbidden to talk to or receive aid from more than 60 international organisations, including thinktanks, universities and broadcasters, The Guardian has reported.

The BBC, which last year launched a Farsi television channel, and Wilton Park, a British group that organises foreign policy conferences, are among those blacklisted. Two U.S. government-funded Farsi-language outlets, Voice of America and Radio Farda, have also been banned, as have Yale University and American thinktanks the Brookings Institution and the George Soros Open Society Foundation.

The new trend of newspapers using new media technologies kicked off the opening ceremony today. 

The adventure has come to an end for Robert Ménard in Qatar.  Less than a year ago, he founded the Doha Centre for Media Freedom (DCMF), with the support of Shaykha Muzah, the wife of the Emir.  He had grand ambitions to show that it was possible to talk about the freedom of the press in the region of the Gulf which practices the most state and self censorship.  

Robert Ménard will resign this week from his post as Director General of the Centre, and several of his colleagues are likely to follow him. How did this situation develop?

A 'landmark' in press freedom was heralded today as a Northern Ireland court ruled it legal for a journalist to protect the identity of her sources.

Judge, Mr Tom Burgess, at Belfast Laganside Court announced that Suzanne Breen's life would be in danger if she conceded to the Police Service of Northern Ireland's demands to reveal the identity of her sources.  Despite the possibility of a five year prison sentence, Breen refused to hand over her material to the police, claiming that her life and those of her family would be threatened. During the course of the case, it emerged that a source close to the Real IRA had warned she could be killed if she co-operated with the police investigation

The governmental and corporate document leaking site, Wikileaks, has been awarded Amnesty International's New Media Award, for its role in the production of the revelatory document, "Kenya: The Cry of Blood - Report on Extra-Judicial Killings and Disappearances, Sep 2008".  The attribution of this award is indicative of recognition of the work done by the site by bodies similarly concerned by the exposure of human rights abuses. Moreover, the accolade should function as an alert to the mainstream press to the exisitence of a penetrative and useful journalistic resource. 

The report was based on evidence provided by Kenya National Commission on Human Rights, which suggested that more than 500 men were killed or made to disappear in a police campaign.  As expressed by Wikileaks, this may have been 'with the connivance' of the Kenyan Government.  The document is not publicly available in Kenya. On Friday, a UN special rapporteur investigating the events called for the resignation of the top Kenyan officials, emphasising the political significance of the evidence revealed in the report, and the utility of the online resource in global campaigns for social justice. 

In the last few days, the top trending topic on Twitter has been "Swine Flu" (with "Mexico" in third). Thousands of blog posts mentioned the outbreak and Google reported that "Swine Flu Ohio, " "CDC" and "Swine Flu Symptoms" were in the top 100 searches. The news has spread faster than the epidemic itself, breeding a paranoia more severe and contagious than the actual disease.

British papers exemplify how the news creates a "pandemic" by publishing the swine flu as more severe than it really may be. Several tabloids purposefully generate fear in the public with phrases like "Prepared for the Apocalypse" in the Independent or, The Express with, "around a third of all humans could easily die off" as it compares swine flu to the black plague, SARS and the avian virus.

American journalist, Roxanna Saberi was sentenced to eight years at Evin prison in Tehran, accused of spying on the Iranian government. At first she was arrested in January for buying alcohol, the Foreign Ministry then said she was illegally reporting without press credentials and in April was put on trial for spying. The trial was short and behind closed doors.

According to  a World Association of Newspapers press release, "more that 70 journalists were killed world-wide last year, at least 670 were arrested, and 125 remain in prison." At least two journalists have died in Evin Prison in the past six years.

The International Herald Tribune's website is no more, but is being rebranded as 'The Global Edition' of the New York Times (global.nytimes.com) in a move that is part of a wider attempt to further integrate the publications. The new joint site "combines the international voice of the IHT, the breadth and depth of The New York Times's international journalism and the digital expertise and reach of NYTimes.com," according to the a note from IHT publisher Stephen Dunbar-Johnson, to provide 24-hour coverage "from a truly global perspective." The global home page retains the IHT logo.

IHT.com users will be automatically redirected to the new Global Edition, and buttons on the home pages of both the US and global editions will allow readers to navigate easily between the two. There is also a mobile site: mobile.nytimes.com/global, and readers will be able to sign up for a 'Today's Headlines Global Edition' email service which is delivered twice a day, to coincide with both Asian and European mornings. Plans to combine the websites were announced last summer, along with a redesign of the IHT print edition.

The Editor-in-Chief of Al Dustour, the daily newspaper in Egypt, has been named the recipient of the 2008 Gebran Tueni Award, the annual prize of the World Association of Newspapers that honors an editor or publisher in the Arab region.

Ibrahim Essa is recognized for his "commitment to freedom of the press, his courage, leadership, ambition and high managerial and professional standards," and will receive the award at the 3rd Arab Free Press Forum, to be held in Beirut next week.

The Associated Press suspended the use of US military photos on November 14th after the US Government body distributed doctored photographs of General Ann E. Dunwoody, the first female four star General in US history. This is the second hand out photograph that has been altered by the US army in a matter of months. The fact that a government institution would manipulate a photograph begs the question: can we trust what we see?

The Editors Weblog spoke to Santiago Lyon, the Director of Photography at AP about the events surrounding this suspension and the issue of photo manipulation.

First case - flag appears

Lyon reports that when Dunwoody was promoted, the AP searched for an image of the new General on a US military website that gathers photos of armed services personnel. Unable to locate a photograph, the AP contacted the website and requested a photograph and subsequently received a picture of the General by email. This photo showed Dunwoody with a US flag behind her (the photo on the right). The photo was immediately passed to the editing desk (all AP photographs go through at least one editing desk) where it was vetted and examined; it was then released onto the wire.  The San Antonio Express-News, a Texas-based local newspaper, contacted the AP alerting them to the fact that they had found a very similar image of Dunwoody on Google images, but with no US flag behind her (both photos shown above). Lyon and his team immediately investigated and discovered that a member of US military staff had added the US flag background and changed the number of stars on her uniform from three to four. The photograph was then immediately removed from the AP's wire.

Second case - superimposing a head
 
This was the second such incident involving the US army in a matter of months. The AP collects headshots of all the US personnel that have been killed in Iraq and Afghanistan and as part of this effort the AP received a photo that on closer inspection was not what it appeared. The army had the cut out the face of the dead soldier in question from one photo and superimposed it onto an existing mug shot with a uniform and an American flag in the background.

Lyon says, "Because this had been the second incident in as many months, we decided to suspend the use of US military photographs while we examined our own internal policies as well as have a conversation with the US military about what they were doing to these pictures and how this was unacceptable."

Army were, "at a loss to explain it"

Surprisingly when Lyon contacted the military to complain about this incident, it did not appear to accept the gravity of the situation. Lyon reports, "Initially they were a little bit defensive, claiming that this photo did not really alter the substance of the image. Our policy is of course zero tolerance, we do not accept that images be manipulated or that content be added or subtracted more specifically, unless there is a pressing need to for security reasons for example, and in that event we flag this." In further conversations, the army were, "at a loss to explain it." Lyon goes on to say, "I was shocked, but we wanted to deal with it as forcefully as possible and put it behind us."

The Pentagon later told the AP that they would redistribute their guidelines again to staff, which are also firm on the issue of manipulation. Lyon says, "They pretty much admitted that there had been a mistake and that they weren't proud about it, and that they wanted to work with us to try and ensure that this does not happen again."

As a result, the AP has now strengthened its internal policies with regard "hand-out" images (images that it receives from non-AP staff and external bodies). "We have instituted a more rigorous policy of examining those images now, at least two editors have to examine the images closely and if there is any doubt at all, the image is then held pending further examination." Previously, the standard procedure was to examine all images but not in the kind of minute detail that they do now with hand out images. Lyon reports that the AP receives vast numbers of these hand out images from various bodies, including the police, industry and so forth. AP staff know its strict zero tolerance policy for photo manipulation, but is it something that these external organisations adhere to?

In recent weeks not only do we have the AP case, but also the issue of a French Government minister and a disappearing and reappearing diamond ring. A Le Figaro front-page photo of Justice Minister Rachida Dati was doctored to erase a substantial diamond ring she was wearing. The practise of photo manipulation is nothing new: in 1942 Mussolini had a horse handler removed from a photograph of him sitting on a horse in order to make him look more heroic.

As long as there has been photography, there have been photo manipulations. However, with advanced technology and increased use of photo shop, it is now easier to achieve and harder to detect. Lyon says, "It is the click of a mouse and you can add or subtract things from a photo quite easily. What that means for an organisation like ours, whose whole reputation is based on the voracity of the information and telling the truth, is that we have to be ever vigilant." These incidences raise the question of how often these doctored images make it onto our front pages - unintentionally in the case of AP and intentionally in the case of Le Figaro  - as we generally only hear of this when the culprits are caught out. Can we now trust what we see? "You see images that are printed by others and are you always sure of the truthfulness of what you are looking at? It's hard to say. Sometimes you look at an image and you wonder," say's Lyon on the issue.

Lyon says that the Dunwoody image has highlighted the problem to AP. "What this has done is that it has shown us the need to be as vigilant and as careful as possible with hand out images from third parties whose provenance we cannot be 100% sure of. It has heightened our vigilance."

Today's newspaper reader is well aware that anything can be done with an image, even if it is just from their experiences watching the magic of CGI at their local multiplex. However, this is an arena where they expect the full trickery of the camera to be on display, the public does not expect it when they open the newspaper.

Due to the Internet and various other factors, "there has been a huge increase in the number of images that are being sent by international news agencies. 20-years ago we were probably sending 100 images a day in a 24-hour period. Now we are closer to sending 3,000 images in a 24-hour period. When you do the maths, the news agencies are handling close to a million images a year. That's a huge amount of imagery." This increase in distribution and use of photographs highlights the need for there to be strict rules on the doctoring of photographs. The role of a photojournalist is to capture a story for the reader, to bring a story to life, and to tell the truth. Just because we have the technology to do something, it  doesn't mean we should.

In an article published yesterday in The Huffington Post, Bob Guccione, Jr. presents an interesting series of predictions for the future of the media.  He predicts the endurance of print, the decline of Google, and that imagination will play a key role.

First, he believes that major city dailies will be transformed into free papers and that home delivery will require a paid subscription.  Also, the Sunday paper will continue to be sold, but will become a source of information for the weeks events.

Guccione also predicts that Google will loose significant market share because competitors will finally step up to the plate and create good or even better search engines.

His next prediction comes as somewhat of a surprise, "The Internet will not consume print, because it's not strong enough, it's not better, and it's too busy consuming itself."  Although, he does admit that print has a lot to worry about, but that their problems can be resolved.  

He s quick to highlight the fact that publishers need a new formula, what used to work is not working any longer.  "The Internet hit traditional publishing like the asteroid that struck the earth and killed the dinosaurs."  Publishers need to start getting creative.

Ultimately, Guccione theorizes that the future of media will come down to one thing, imagination. "So those in publishing should pick their collective chins up off the floor and realize that the future couldn't be brighter, as soon as we recognize that digital technology is the modern-day equivalent of color printing and faster presses, and that the thing that feeds the new machine is the same thing that fed the old one: imagination."

Reporter, Berny Morson, from the Rocky Mountain News used Twitter to post a live blog on the newspaper's website at the funeral of Marten Kudlis, a three-year-old boy killed in an ice-cream store last week.    

Twitter is a service that allows for the real-time exchange of quick, short messages. Some reporters use the service to send updates to their websites to offer readers blurbs about an event.

In this case, the media blasted the RMN for covering the funeral with Twitter and has called the decision "inappropriate," "misguided" and "tasteless."  Questions have been raised before about when it is appropriate to use Twitter and whether in some cases it is absolutely necessary.

Controversy was sparked by a recent issue of Paris Match that published photos of Taliban members posing in the French military uniforms of the 10 French soldiers killed on the 18th of August.  The images also showed Taliban members carrying French assault rifles and even wearing a watch from one of the dead French soldiers.

Critics claim the report in Paris Match is an insult to the soldiers killed and their families, that it promotes the Taliban, and that it makes France's participation in Afghanistan more fragile.  Hervé Monrin, France's foreign minister, accused the magazine of helping the Taliban.  

Once again it goes to show how much power images have, in most cases, it is stronger than the written word.  While France has been enraged over these photos, few have mentioned Taliban leader Farouki's comment about how he was going to kill all 3000 French troops if they did not withdraw immediately.  The simple fact that the soldiers were posing for Véronique de Viguerie, the photographer, caused more of an outcry.   

In an interview with Le Monde, Pascale Aragonès, wife of the chief of 8e RPIMa in Afghanistan, stated "I ask myself how the journalist who did this piece can look at herself in the mirror."

In a recent analysis piece in Le Monde, Michel Guerrin, head of cultural services, defended de Viguerie.  He stated that everyone has their own truth to tell and reporters have an obligation to show all aspects of the war, from both sides.  It is usually when a reporter presents images from the other side that controversy is sparked.  According to Guerrin, de Viguerie was able to put a face on an enemy and made the public look at a war that everyone would rather ignore.

The editors of Kyrgyzstan oppositional newspaper Alibi were arrested last night, after the paper was accused of refusing to pay over US$ 28,000 towards Asilbek Saliev, the nephew of President Kurmanbek Bakiev and son of national security head Janibek Bakiev, reports Lenta.ru.

The paper's staff mentions that they were not refusing to pay the sum, but simply asking to have the payment delayed by three months.

De Facto, another oppositional title, published an article (which Alibi re-published later) suggesting that the nephew was involved in a car accident that killed a pedestrian. The author of the article noted that investigations into the accident were lagging because of Saliev's status.

Saliev filed a lawsuit against both papers and won in both cases. In addition to the US$ 28,000 that both papers were ordered disburse to Saliev, the author of the article had to pay US$80 to him personally.

De Facto put a halt on publishing on June 12, following harassment from authorities. The paper published content that suggested that the Kyrgyz Taxes and Duties Committee was corrupted.

Numerous organizations have questioned the extent to which press freedom exists in Kyrgyzstan and whether the state allows for journalists to report freely.

The Russian division of Human Rights Watch (HRW) declared that coverage of events in Georgia-Southern Ossetia is breeding "propaganda and disinformation".

Tatiana Lokshina, a HRW spokesperson, said that both sides of the conflict are misinforming the public about the situation.  HRW said that one of the reasons for this is the absence of correct data about the number of victims.

Vsepolog Bogdanov, a member of the Russian Union of Journalists, said that the coverage features opinionated material that is "not information", reported gipp.ru. He mentioned that the situation might get more complicated if instead of a "balanced" approach reporters include one-sided points of view.

Guardian blogger Jack Schofield wrote that Georgia's Ministry of Foreign Affairs has resolved to posting information by using Google Blogger. Other blogs include State Minister for Reintegration and Russia and Georgia At War.

Last week, the Georgian military attempted to overtake the pro-Russian Southern Ossetia region. Russia responded by sending its forces into Georgia, reported Reuters. Two Georgian journalists, Alexander Klimchuk, and Grigol Chikhladze, who writes for Newsweek, were killed while reporting the events.

A new law will protect journalists investigating into corruption in Russia, starting from the beginning of 2009. The law will give them the same protection as court witnesses, reported Russia Today.
 
 "We need to have a clear mechanism of legal regulation on every journalist publication. We need investigations of prosecutor's offices, and some administrative measures if they prove necessary. Only then we'll feel the feedback and reaction on the part of the authorities. And we need journalists to be protected," said Kirill Kabanov, head of the National Anti-Corruption Committee.

This comes as a significant improvement in a country that is the third deadliest in the world for reporters, after Iraq and Algeria. Around 50 journalists have been killed in over 15 years, since the collapse of the Soviet Union, and many cases remain unsolved.

Russia: English-language paper shuts down after government raid

The 61st World Newspaper Congress and 15th World Editor Forum opened at 10 am on Monday the 1st of June.
During the two hour opening ceremony the Gothenburg Symphony Orchestra entertained the audience with delightful music. Between musical interludes came presentations about the state of the industry an account of the state of the free press, and a warm welcome by the King of Sweden. Below is a brief summary of the mornings event.

Timothy Balding, Chief Executive Officer of WAN, opened the congress.
He pushed the importance of freedom of the press, as well as WAN and it's impact when founded 1948 in Amsterdam after the war. Sweden was, in fact, he said, one of the twelve founder countries .
This is the third time Sweden is host for the event.

His Majesty, King Carl XVI Gustaf of Sweden held a brief speech where he invited all the participants to Sweden.
King Carl XVI Gustaf of Sweden pointed out that the free press has a long history in Sweden.
His Majesty was pleased to talk about Swedish democracy and what it means for the press. This is something which not everybody in the world can enjoy yet. Sweden has a press-ombudsman, said his Majesty.This exists so that the press takes responsibility for its actions and sees to it that nobody gets overrun in a self-disciplinary system not based on legislation.

Gavin O'Reilly, President, World Association of Newspapers opened by saying that the conference often uses the opening ceremony to criticize the host country's press situation. In this case he didn't need to criticize, to the satisfaction of the Swedes at the ceremony. In Sweden you have a press that is as close to utopia as is possible. Since 1766, 20 years before the French Revolution, Sweden had a free press.
A film showing how journalists all around the world have been tortured, harassed, hunted down and killed, showed us the inevitable truth of how the world today still isn't a safe place to make your voice heard, to do your job - to be a journalist.
Sweden invented the free morning newspaper, said Gavin O'Reilly while counting up a few areas where sweden has been a major player on the media scene. Sweden has always been a leading country, he continued.
As Gavin O'Reilly is a big supporter of the printed paper, he urged the strengh of printed newspapers, which has a success story in Sweden. 90% of the Swedish population choose to read a morning paper.

Tomas Brunegård, chairman of the Swedish Newspaper Publishers Association, discussed the importance of the WAN event, working for freedom of the press, as it is under attack in many places in the world today. The speed of change in the industry is extreme, and it needs to turn dramatic change and challenges into opportunities. Free mind and innovation walk hand in hand. Openness is also importan. Regarding sustainability, Tomas Brunegård said that we have to leave something behind that is better than when we started.

Press freedom is under serious threat from many sources -- gangs and corrupt officials in Latin America, autocratic regimes in the Middle East, conflicts in Africa, hostile governments in Asia, and from death threats and prosecutions in central Asia and Europe, the World Association of Newspapers said in its half-year review of press freedom.

The report, presented Saturday to the Board of WAN on the eve of the World Newspaper Congress and World Editors Forum in Göteborg, Sweden, painted a grim picture of attacks, imprisonment and murder facing journalists in many countries.

Twenty-eight journalists have been killed since November 2007. Iraq remains the most deadly country, with 9 killed.

Last week, journalists Anne Stine Saether and Anders Sooth Knutsen from Norway's VG's online arm were awarded with the Skup-diploma, an investigative prize, for developing the newspaper's biggest multimedia project ever.

The idea for the online project about domestic killings in Norway was born in mid-2007 after a murder case that had been buried in the back pages of the paper. It took six months to complete, but on, Nov. 12 the front page of VG's print edition featured portraits of women killed by their men. The story was planned and executed on all platforms simultaneously, and included online blogs, articles, chats, and video interviews with some of the murderers, next of kin, psychologists, and others.

For the project, VG took on the task of extensively researching anonymous homicide statistics, using all the archives and registers they could access for the multi-media project.

"The idea for the project came as a result of my own anger and feeling of impotence half a year ago. Yet another woman had been murdered and the story was buried far back in the newspaper, I thought, dammit, this happens all the time, which lead to the idea to spray the front page with the faces of women who'd suffered such a fate," said Kjersti Sortland, the managing editor of the award-winning journalists.

The project took half-a-year to finish, but the completed coverage was "groundbreaking" and "led to a change in how murders are reported in Norway," according to Online Journalism Scandinavia's Kristine Lowe.

The Norwegian government plans to map domestic murders, and starting in 2007, the Norwegian police had began to register the relationship between the murderer and victim in their reports.

"In contrast to other countries, we did not know how many women were killed by their husbands, partners and boyfriends in Norway," said the jury who awarded the prize.

It's been about two years since Cultural Editor of Jyllands-Posten Flemming Rose commissioned and published satirical cartoons of the Prophet Mohammad. The cartoons sparked a global debate on Islam and free speech, as well as violence in some countries. In a recent interview with Radio Free Europe/Radio Liberty (RFE/RL) Correspondent Jeremy Bransten, Rose believes that there have been positive changes at least inside of Denmark. with 17 papers reprinting the cartoon of Muhammed with a bomb in his turban.

A new opinion poll taken two weeks ago showed that 2/3 of the Danish population now think it was right to publish the cartoons back in 2005. The problem, according to Rose, is that Denmark, including its Muslim population, is ahead in the debate compared to several other countries
 
"It is between those who support the values embedded in the constitutions of the liberal democracies and those who don't," said Rose, as opposed to the Muslim community and "us."

Rose believes that the change in Denmark is "a combination of several factors" and "definitely the strong stand by the government [to protect freedom of speech] is very important."

One of the leading Muslims who had tried to take Rose and his newspaper to court in the beginning of the debate came forward to Rose, saying, "OK, we now know from the court decision that we live in a country where it is allowed to ridicule and defame our religion. We don't like it but we have to accept it."
 
"What is really controversial in this case," Rose remarked, "is that Europe cannot unite around one of its fundamental values, which is free speech and open debate. You should be allowed to say what you want without risking being killed or receiving death threats."

However, Islamic countries and Muslims inside Europe are reportedly pushing to pass laws to protect religious sensibilities. Rose states that "attempts to protect people's religious sensibilities is being misused around the world every day" and fears seeing Europe going down this road.
 
"I don't think that you should offend people just for the sake of offending them or make a provocation just for the sake of making a provocation," said Rose. "But I think we'll have to be very clear that in a democratic society, you do have many rights -- the right to vote, the right to free movement, the right to assembly, freedom of religion, free speech etc.... But the only right you do not have is the right not to be offended."

Michel Hajji Georgiou, a senior political analyst at the French-language daily L'Orient-Le Jour in Lebanon, has been awarded the 2007 Gebran Tueni Award.

KDFW-TV reporter Rebecca Aguilar was recently suspended because of an interview that many viewers thought was too aggressive and offensive. This has caused newsroom and TV reporters to look at how to handle stories that involve aggressive reporting that could potentially be offensive to viewers.

Dmitry Muratov, founder and editor-in-chief of the Russian opposition newspaper Novaya Gazeta, has been given the International Press Freedom Award in New York.

The Press Gazette suggests that newspapers’ web-first policy may help boost print circulation, by raising reader awareness and attracting a younger audience.

Parents of Madeleine McCann, whose disappearance during a holiday in Portugal has resulted in massive media coverage, have launched a libel action against a Portuguese newspaper.
