Article 19 report examines China’s hold on press

A report released today by Article 19, entitled The Mechanics of Censorship, and analyzes legislation used by China to restrict freedom of press. The report investigates two recent sets of regulations concerning print journalism in light of international standards of press freedom.
Article 19’s executive director, Agnes Callamard said, “this report should contribute to a better understanding of China’s print media laws and how they contradict international human rights laws.”
The two laws analyzed in the report, “the Regulations for the Administration of Newspaper Publishing and the Regulations for the Administration of Periodical Publishing,” both require the obtaining of arduous licenses for journalists and publications. To establish a newspaper or magazine, the General Administration of Press and Publication (GAPP) must grant a license, which can be withheld for unspecified reasons. If journalists do not have a press card from GAPP they are not able to practice.
GAPP continues its tight hold on newspapers and magazines by deciding whether or not they are up to national and industrial standards.
