Laws stir press freedom debate in Russia, Vietnam, China
Russia’s lower house of Parliament approved last week amendments to the Law on Fighting Extremist Activity, a bill that broadens the definition of extremism to include media criticism of public officials. Under the proposed legislation, journalists can be imprisoned for up to three years if convicted of extremism, according to the Committee to Protect Journalists. Their publications would also risk closure.
Vietnam’s Administrative Sanctions on Information and Culture Activities decree is “not aimed at limiting press and information operations but is aimed at ensuring that these operations are performed in accordance with the law,” said Deputy Culture Minister Do Qui Doa, as reported by Yahoo News.
The decree includes stiff penalties for death threats against journalists. But its critics say the text — with its sanctions on information that “violates cultural traditions” or contains content that is “harmful,” “reactionary” or “superstitious”— deals a stiff blow to an already shaky press freedom situation in Vietnam, a country whose publications are largely state-controlled but beginning to push for independence.
Under the decree — which went into effect Saturday — reporters in Vietnam cannot defame national heroes or "deny revolutionary achievements" in the communist state. The implications also extend to Internet usage, as the decree threatens to fine and shut down service providers who allow users to log onto "harmful" Web sites.
The same process is underway in China, with legislation being considered to levy steep fines against reporters for any inaccurate reporting on emergency incidents that causes "serious consequences."
