US: City proposes "Do Not Deliver" list for unwanted newspapers

The city of Alexandria, Va. could pass legislation creating a local "do not deliver" list to stop unwanted newspapers, Editor and Publisher reports.
Newspaper circulation managers are likely to be irked by the proposed Do Not Deliver list (similar to the Do Not Call list for telemarketers), where residents can "make their desires official," and would institute fines for violators.

The proposal, made at a city council meeting, will be formally considered in January, after "hundreds of residents complained about unwanted newspapers being delivered to their home."
The problem seems to occur throughout the city, council member Justin Wilson said, and is what the council receives the most complaints about, calling the unwanted papers, which are dumped in stacks and "blow around" the streets, "an eyesore for the entire community."
