UK: Metro to add 250,000 copies
With a daily circulation of 1.36 million (after the increase), Metro would place fourth in the UK, behind The Sun, the Daily Mail and the Daily Mirror.
Since its launch in London in March 1999, Metro has added regional editions and is now published in 15 other cities in the UK, including Brighton, Glasgow and Newscastle (it has also has an edition in Dublin since 2005).
The stable growth of Metro contrasts the stable decline in circulation for paid-for national papers.
One of Metro’s main assets is its popularity among young readers. Its average readership is aged 34, and it is “enormously popular with young, affluent readers,” said managing director Steve Auckland.
The British edition of Metro is published by Associated Newspapers - not Metro International.
This news comes as some concerns were raised about freesheets’ business model, in light of the Westminster council’s decision to have thelondonpaper and London Lite pay for their recycling costs.

Metro has been No4 for some time; the Telegraph is at 900,000, some 200,000 less than Metro's previous figure.
From the Times report you quote:
'The planned extra copies will take Metro’s daily circulation to 1.36m in the UK, cementing its position as Britain’s fourth-biggest daily newspaper behind The Sun, the Daily Mail and the Daily Mirror.'
Note the word 'cementing'
