UK: Westminster council threatens freesheets with stricter penalties
The Westminster council threatened The London Paper and The London Lite with a new set of restrictive measures, in hopes of reaching a voluntary agreement on cleaning up discarded copies.
On July 9, the council passed a new set of measures that include cutting distribution by 30% in areas of central London and requiring freesheet distributors to clean up within a 100m radius at the end of their shifts.
Previous warnings and months of negotiations have failed to produce a financial agreement between the two papers on clean-up costs. According to the Westminster council, News International and Associated Newspaper, the parent companies of the two free dailies, have one month to reach an agreement or will face the stricter penalties.
