Microsoft is making a major investment to start a news operation and will re-launch its MSN website later this month, according to a report today from Reuters. "The site is being radically overhauled for Microsoft's touch-optimized Windows 8 system and Internet Explorer 10, which will be launched on October 26," Reuters reports.
